اجتماع الحكومة الأسبوعي: إدانة للعدوان على قطاع غزة مع مواصلة فرض العقوبات عليه

أدان مجلس الوزراء الفلسطيني، العدوان “الإسرائيلي” ضد قطاع غزّة، مؤكدًا أنّ ذلك يأتي استمراراً لجرائم القتل والتدمير ولحصار الاحتلال على القطاع، محملًا حكومة الاحتلال المسؤولية الكاملة عن هذا التصعيد الخطير، محذراً من نواياها وسياساتها الهادفة إلى تفجير الأوضاع، دون أن يخرج بجديدٍ حول عقوباته المفروضة على القطاع، أو الأوضاع المأساوية التي لا يزال يعيشها سكانه.

وطالبت الحكومة الفلسطينية، خلال اجتماع المجلس في رام الله اليوم الثلاثاء، المجتمع الدولي بضرورة التحرك العاجل لوقف التصعيد ضد قطاع غزّة.

فيما أدانت الحكومة القانون العنصري القاضي بخصم مخصصات الأسرى وعائلات الشهداء من أموال المقاصة الفلسطينية، مشدةةً على أن أموال المقاصة هي أموال فلسطينية بحتة، ملك للخزينة العامة وهي أموال عامة لشعبنا، ولا يجوز لحكومة الاحتلال حجزها أو الاقتطاع منها، وأن الخصم من هذه العائدات هو قرصنة “إسرائيلية”.

واعتبر مجلس الوزاء أنّ إصرار حكومة الاحتلال على التصرف بالأموال الفلسطينية بإرادتها المنفردة، هو انتهاك فاضح للاتفاقيات والمواثيق الدولية، مؤكدًا أنّ الجانب الفلسطيني سيتوجّه إلى المحاكم والمؤسسات الدولية في حال إقدام الاحتلال على حجز أموال المقاصة الفلسطينية، وسيتخذ كافة الإجراءات القانونية والقضائية والدبلوماسية للتصدي لهذا الاعتداء على المال العام.

وكانت اللجنة الوزارية “الإسرائيلية” للتشريع، يوم الأحد، على قانون ينصّ على اقتطاع رواتب الأسرى والمحررين الفلسطينيين، ومنفذي العمليات، من أموال الضرائب الخاصّة بالسلطة الفلسطينيّة.

وفي سياقٍ آخر، أكد مجلس الوزراء إصرار الحكومة على مواصلة جهودها وتنفيذ المشاريع التي تساهم في تطوير الخدمات وتحسين الخدمات في كافة المحافظات، وتعزيز صمودهم وبقائهم على أرض فلسطين في مواجهة المخططات “الإسرائيلية” الرامية إلى اقتلاع الوجود الفلسطيني.

وأشار المجلس إلى جهود رئيس الوزراء ومطالبته للمجتمع الدولي خلال الاجتماع الطارئ للجنة تنسيق مساعدات الدول المانحة لفلسطين الذي عقد مؤخراً في العاصمة البلجيكية بروكسل، بالمساعدة في تنفيذ العديد من المشاريع الحيوية في غزة، ولا سيما في قطاعات الطاقة والمياه والتعليم، ومنها إمدادات الغاز الطبيعي اللازمة لتطوير قطاع الطاقة في غزة، بالإضافة إلى بناء 100 مدرسة جديدة في قطاع غزة. وإنشاء محطة تحلية المياه، والاتفاق على عقد مؤتمر دولي في العشرين من الشهر القادم لحشد التمويل اللازم لهذا المشروع الحيوي الذي تقدر تكاليفه بحوالي (620 مليون دولار).

وكان رئيس الحكومة رامي الحمد الله استقبل في مكتبه في رام الله، أمس الاثنين، وزير المالية لدى الاحتلال “موشيه كحلون”، ومنسق أعمال حكومة الاحتلال “يواف موردخاي” بحضور وزير المالية والتخطيط “شكري بشارة”، ورئيس الهيئة العامة للشؤون المدنية “حسين الشيخ”.

 وقال الحمد الله، خلال اجتماع الحكومة أنّ لقاءه أمس “ركز على ضرورة رفع الحصار الإسرائيلي المفروض على قطاع غزة، وضرورة تسهيل حركة الأفراد والتجارة والبضائع بين المحافظات الشمالية والجنوبية، وبين غزة والعالم الخارجي، وذلك لتخفيف وطأة الظروف الاقتصادية التي يعاني منها أهلنا في القطاع، بهدف إنعاش الحياة الاقتصادية”. وفقًا لادعاءه.

ولا تزال الحكومة تفرض سلسلة من العقوبات على قطاع غزّة، ما يعرقل تقدم عجلة الاقتصاد في القطاع، وتتمثل هذه العقوبات بخفض رواتب الموظفين وإحالة الآلاف منهم للتقاعد، إضافةً لخفض نسبة الكهرباء وغيرها.

ويعاني القطاع من أوضاعٍ صعبة، إثر الحصار “الإسرائيلي” المتواصل منذ سنواتٍ طويلة، والعقوبات المفروضة من قبل السلطة الفلسطينيّة منذ عدة أشهر.

وكانت “الوفاق” تسلّمت مهامها في غالبيّة وزارات قطاع غزّة عقب توقيع حركتيْ حماس وفتح اتفاق المصالحة بالقاهرة يوم 12 أكتوبر 2017 برعاية مصريّة. فيما لم تشهد الأوضاع المعيشيّة والاقتصاديّة وكذلك السياسيّة بالقطاع أيّ تغيّرٍ أو تحسنٍ، منذ توقيع الاتفاق الذي مرّ عليه أشهر، رغم ما عوّله المواطنون من آمالٍ عليه في انتشالهم من المعاناة المُستمرّة جرّاء الأزمات المُتفاقمة في كافة مناحي الحياة.

وبات الغموض يكتنف كامل المشهد إزاءَ إمكانيّة النجاح في تطبيق سائر بنود اتفاق المصالحة، خاصةً وسط الاتهامات المُتبادلة بين السياسيّين من الحركتيْن حول أسباب فشل تطبيق الاتفاق حتى اليوم. كما لا تزال السلطة الفلسطينية تُواصل فرض إجراءاتها العقابيّة على غزّة، للشهر التاسع على التوالي.
